This award was established in commemoration of the fiftieth anniversary of the Soviet Union.  The order was awarded for strengthening friendship and cooperation between socialist nations as well as for significant contributions to the economic, cultural, and socio-political development of the Soviet Union. 

It could be awarded to both Soviet citizens as well as foreigners.  The order has been bestowed upon cities, districts, provinces, autonomous republics, military organizations, and other institutions.

The first Soviet recipients (civil aviation workers) were awarded the order on December 29, 1972.  The first foreign recipient was Nguen Thi Binh of the Republic of South Vietnam.  He was given the award on March 7, 1973.

This ribbon was awarded with the medal, and was worn when the full medal was not authorized (such as on off-duty uniforms).

The Order of Labor Glory was established in three classes and awarded to workers and foremen in industry, transport, construction, and other branches of the manufacturing sector. It was given for selfless and highly efficient work at one enterprise, and for innovations, inventions, and ideas for greater efficiency. It was also awarded to teachers for major achievements in the education of children and young people.

The first Orders of Labor Glory were given to orkers of the Vladimir Ilyich Engineering Works in Moscow on August 9, 1974. It was also given to coal miners of the Amalgamation Yuzhkuzbassugol factory, and the Zaporozhstal Steel Works.

Mikhail Kisin, a worker at the Vladimir Ilyich Engineering Works received the first Order of Labor Glory 3rd class. The first holder of the Order of all three classes became Abbasov Vekil Gadzhi Aga-ogly, a well driller in Azerbaijan in 1981.
