This four class award was created by order of Tsar
Nicholas II. They were awarded to soldiers whose deeds were brave
and heroic, but not considered worthy of a St. George's Cross.
The front of the medal features the portrait of the Tsar, while the
inscription on the reverse says 'For Valor'.
The award was issued to both officers and NCO's by
the Provisional Government in 1917. It would also be awarded by
the White forces during the Civil War.
