Following the end of the Napoleonic Wars, Tsar Alexander along with other leaders sought to bring stability back to Europe by maintaining a balance of power.  The Congress of Vienna was to be the instrument of this new order which was to quash rebellions and maintain the status quo.  It was largely successful in this regard, and the era was one when Russia enjoyed the friendship of England and other European powers. 

This trust would begin to fray as Russia became more involved the Caucasus as they consolidated gains they had made earlier in the century.  Tensions with England gradually began to rise as Russia began to increase its involvement in Persia and with its traditional rival Turkey.
